Papagou The Municipality of Papagou is, together with Cholargos, the Municipality of Papagos-Cholargos, the Northern Sector of Athens. The settlement of Papagos, which later became a community and later a municipality, is the creator of the Autonomous Officers' Building Organization (ACOA). ACCO was formed on August 29, 1950 with AN. 1563/1950 (Government Gazette A 254) by the then government of Sophocles Venizelos, for the housing of the Armed Forces officers. It was the time when the economy of Greece had been destroyed by occupation and civil war and there was an immediate need to shelter the families of the officers, who had been affected all the way by 1949.The name is due to Stratarch Alexander Papagos. Papagos was well aware of the officers' housing problem and, as Chief of Staff, took care of the drafting of a law which provided for the provision of a privately owned home to officers and asked the government to ratify it as a Force Law. Later, in 1953, as Prime Minister of Greece, he approved successive loans to AOCA in order to continue the city building programs.
